In the 1920s Brutus Jones, a black American convict and former Pullman car attendant, has managed to seize control of a small island in the West Indies and within two years he has become its emperor.
With the assistance of a venal English trader, Henry Smithers, Jones is in the final stages of stripping the island and its inhabitants of their wealth. As part of his programme of exploitation, Jones has prepared an emergency escape route through the island's rain forest, in case the islanders should rebel. He has no fear of being shot, for he is convinced that only a silver bullet can kill him.
The hard pressed populace eventually revolt and Jones makes his way into the jungle to escape to Martinique, but there he meets a number of phantoms and spectres from his violent past which throw him into so much panic that he loses his way, goes in circles and ends up back where he started. Four silver bullets find their target and Jones is carried back for Smithers to contemplate.
